UbRouting: Added ability for "checkGet()" and "checkPost()" methods to return "true" when the very first existent GET/POST param encountered. Respecting the $ignoreEmpty parameter though.

Module Reminder: Refactored...a little...bit...khe-khe. Added new types of notices: credit end(strictly looks at credit expiration date only), freeze days end and soon CAP coming up. Added ability to use external mobiles. Added debug mode. Added ability to show the chosen reminds on user's personal page Added plenty of REMIND_* alter.ini and userstats.ini options to rule all of the above improvements.
