leap smear note
leap smear distributes the leap second over the entire year and does not insert it abruptly and suddenly at one point in time. Most servers do not use leap smear. It is not recommended to use leap smear servers with non-leap smear servers. This is because both then think that the other is going wrong, although both are going right and are just using a different technique regarding leap seconds.
