#132 Tags Filter Support / Implementation

In https://notabug.org/jyamihud/FastLBRY-GTK/issues/24 I proposed and later developed a system of tag filters. The problem is, both programs share the same config file. So there needs to be a system that will enable us to edit lists in settings. And also, why not add the tag system into FastLBRY Terminal along the way.
