This does not mean that users are restricted to one device.

Each device would have a private key. A user would encrypted a message with all public keys. Then any private key could decrypt the message.

This would cause a minor problem, if a user used the service with their phone for 4 months, then started using their laptop. The old encrypted message could not be decrypted with their laptop.

BUT we could use symmetric encryption to decrypt the messages from the phone, then send those messages to the laptop. That would work too.
