#57 "ask" and "tell" both available for messages

It's wrong in English to say "tell this question", so when the message is a question, the natural English is "ask this question", so the bot should accept both ask and tell for sending messages.

In the "ask $recipient message..." form, the delivered message should be "$sender wants to know $message..." to match "ask wolftune whether we can do XYZ". Since, "smichel17 says whether we can do XYZ" doesn't parse right.

We could go more advanced with this feature and only use the above syntax when the question is of the form "ask $recipient [whether|if} message..."

I added support for an !ask command. It still doesn't make the memo be reported with a different text but that's trivial to add and patches / text suggestions are welcome! (Either way I'll get to this myself very soon, I just wanted to handle the coding part because the message format is really trivial)
