The construction train will replace a lot of nodes that are not "ballast" as it recognises them but may be appropriate, such as many varieties of stone, concrete and so on that are used in underground tunnels.
These nodes could be added to a server-configurable list. The default contents of that list are still debatable. I do not think per-wagon configuration of the ballast list would be that useful; if consensus decides that it would be though, then I would suggest it goes in the inventory screen since that is the only properly configurable formspec for a custom wagon.
