#65 Option to change vote

Currently when voting to kick a player you can type a players name, but can't change your vote after that. It might make sense to be able to change your vote.

Current code doesn't save who voted for who, only if a vote was cast, and a count of how many votes each player has. Implementing this will require a complete rewrite of the voting system.
